You can extremely reduce the numbers. The example below shows only 7 double numbers could win.
Just like any other pattern. If you see 2-3 similar PAIR patterns hit back to back, it tends to flip to another PAIR pattern. For example, 2-3 FRONT pairs tend to flip to BACK pair. THUS, you play BACK pairs.

FSB+FBS or FSB+FSB
Also, when ever you have L1 & M3C having FSB+FBS or FSB+FSB, it means the past 3 winners contain all the digits of the winner. THUS, in the past winner, there must be 2 IDENTICAL digits to create the next double number. HOWEVER, DOUBLES give us a problem we must address in the near future.
NO HHH PAIRSUMS + FSB+FBS or FSB+FSB
FURTHERMORE, if the DOUBLE winner is with any of these Pairsums, it means the 1st digit of the double winner will start with a low digit (0-4). THUS, this can determine whether the double winner will be a BACK or FRONT pair.

We could create a BUTTON on the CHARTS that switches the view to DOUBLES and contains unique double symbols. This would also require creating dedicated DOUBLE FILTERS to match that CHART.
CONCLUSION (Best Strategy)
Because of this issue, we grouped the DOUBLE numbers into certain PAIR symbols so the symbols will always produce those doubles for a win. However, applying the current PAIR symbol logic to the DOUBLES is the problem we need to address later.
THEREFORE, the best strategy is to simply determine if the DOUBLE will be a FRONT or BACK pair. This will tell you whether to play FSB+B / B+FSB or FBS+F / F+FBS
