Still have more work to do but after isolating a hundred cut sums it appears as though sums 6,7,8 appear more frequently than 5 and 9. I haven't pulled the same data for other states but at a glance seems consistent. Not sure what causes this probably hardwired into the game.
As you already know middle sums associated with cut sums occur more frequently than low sums. High sums can basically be disregarded.
I'd have to draft clear rules, etc. but you'd simply wait for a few high cut sums and then play whichever one didn't appear, i.e. 6,7, or 8. Don't chase low cut sum streaks. Wait for a high to appear and continue. Kinda like playing Baccarat for anyone that's played that game. Only play the middle sum, e.g. 16,17, 18. Eliminate all of the last draws patterns, e.g. HLL, OEO, etc. This will reduce to anywhere from 3 to 7 box numbers. Yeah it doesn't hit every time but appears to hit as frequently as systems playing huge amounts of numbers. To recap you have to first hit the right high cut sum and respective middle sum, and then if you don't have any of the patterns associated with the last number you'll win. Here's a test setup I just picked at random a minute ago and won within 3 or 4 attempts playing high cut sum 8 and respective sum 18. Played the following seven numbers (probably could have eliminated 099 for 6 numbers) 099,279,288,378,459,468,558. 297 was the next draw.
You have to look for the right setup but with 50 states one should be able to find probably 20 setups a day but you could be content just playing one setup a day.
