When you see a State produced multiple OUT patterns in the 1st number position and a PAIR SUMS 9 appeared, REMOVE OUT pattern in the 1st number position and REMOVE Pair Sums 9. You have 46 numbers remaining from 220 BOX numbers. You need to look at that State's winner history to determine how many OUT patterns is the limit for a possible flip to IN pattern.
46 BOX Numbers
334,336,338,344,345,346,358,366,369,378,379,388,389,399,445,447,449,455,467,469,477,478,479,488,489,499,556,558,566,567,568,569,578,579,588,589,599,667,677,678,688,699,779,788,789,799
BUT let's learn from CO and be prepared if PAIR SUMS 9 repeats when OUT flips to IN in the 1st number position.
STUDY
CO hit 8 OUT patterns in the 1st number position before it flipped to IN pattern. BUT then it repeated the PAIR SUMS 9 when it hit IN pattern. Negating the 46 numbers above.
SOLUTION
You remove the OUT pattern in the 1st number position and remove the PAIR SUMS 9. Grab the 46 numbers as shown above. Reduce as desired by using the number filters.THEN isolate the IN+PAIR SUMS 9 numbers which are 34 numbers. Then utilize the number filters to reduce the numbers. WHEN OUT flips to IN again, you will be covered if Pair SUMS 9 repeats like above.
