If you look at the number of winner payout there maybe less than 1000 winner, they take in millions of dollars the betting site do the same thing.
They pay out a per% of the money that they bring,If they betting get to high they put a CAP on it and you will not be able bet on that number.
On a triple number like you can see the payout can be millions of dollars they can do that every day and not go broke.
