If the purpose of rule number 4 is to give others an opportunity, you should change rule number 4 to: UNLESS there happens to be only one player for the lotto pool draw. That way if only one person happens to play a lotto pool draw but plays more than 5 numbers and wins they still have a chance at winning the prize.
